If I were starting out learning to play jazz, the thing to do is to listen alot, and then listen some more. Know ALL your scales inside and out. Be able to be conversant on your instrument on a non-thinking level. The above mentioned tubists are great musicians, but don't limit yourself to emulating just tuba players. Do you think trumpeters or saxophonists are saying "Wow I want to play jazz like that tuba player"? Listen to players of all kinds. Our instrument has enough physical limitations as it is, so why limit our listening scope to just the tuba? Pretend you can play like your favorite sax player or trombonist or whatever. Expand your ear and keep your mind open to all ideas.
