If you want cheap - like under $100.00 I think there is no better value than Music Time Deluxe. You are limited to 16 staves, 8 voices per staff but how many Tuba players are writing for that many voices? It is general midi capable.
Here is a website where you can find it for sale and see what else it can do. P.S. It can transpose and do complex rhythms. By that I mean stay away from lesser products for the same price such as Musicwrite Plus (that one is pure garbage!!!!!)
