The VMI model 3099/2 is a small bore F tuba sold by the Brasswind for $2500(last time I checked). As near as I can tell from reading promos and ads,it is a small bore version of the PT-10,with a starting bore size of 0.669" instead of 0.748".
Comments by Mr. Tucci and others seem to indicate that it is,if not the same design,then very close to the design of the small bore B&S F tuba from the '80s, and not,to borrow your phrase, an un-Pernatucci'd PT-10.However, I could be wrong.
