I'm going out on a limb here, but I suspect that flow rate per se has very little to do with the sound of a horn. After all, we're not particularly interested in the unidirectional flow characteristics of the instrument, but rather how it responds to the bidirectional vibrations of the sound. In other words, what's more important is the AC response of the horn, which depends on factors such as AC impedance and Q (figure of merit), rather than the "garden hose aspect" of how much air can be blown through it.

I imagine that one could construct a mouthpiece such that the DC component of the airstream could be eliminated (e.g., by means of a vibrating diaphragm) with only the AC component coupled to the horn with very little change in sound quality.
