You have just discribed the most common problem on just about all european rotory valved F tubas. Some instruments are better than others in this register and it takes a stong embouchure to center them. There have been improvements in design such as the Meinl-Weston 45 SLP and the Yamaha F's. Also, Cerveny makes an excellent F tuba, it is a little small, but has a great F tuba sound, with a very good low register. I don't know the Cervent part number, but I did play one at Dillon's. Anyhow, I would say that your experiences are not unique to yourself, so don't neccessarily blame yourself for some weakness in this register.
