Alec Wilder and Walter Hartley both wrote duets for tuba and flute. Another possibility is the "Six Canonic Sonatas" for flute by Telemann. These also make nice tuba duets, or tuba + horn, eupho, etc. Harvey Phillips could possibly help you out with these. There are also some good midi sites where you can download some great public domain material and put them through a notation program and edit some great duet or solo material.
