Others have mentioned this previously, but when you go to a smaller, private school there's A LOT more money to go around.  My tuition is ridiculous, but there's only about 2,500 kids paying A LOT---there's a lot of outside help.  Sure, you may not get the "big college atmosphere" of having 15-20 tubists in one school, but I've learnt more from the 5 other members of the tuba ensemble here than I would at a state school in CA.  This is just my experience, though.  Also, going to a school where the classes are taught by actual profs. AND they know your name is truly wonderful.  Also, try work-study programs when you get into school.  Those help a lot.
