One thing I've noticed is that a C tuba in an extremely live hall will have a smaller sound in the high register due to the fact that the overtones aren't as well in tune. On the otherhand, an F tuba in the same hall, would sound fuller at the same register because the partial wouldn't be as high on the horn. Thus, causing more overtones to be perceived by the listener. Another advantage is fingering. Trying to play the third movement of the Vaughn Williams, or the Plog on C tuba makes my hand cramp up. It's much easier for me to play it on F.
