Yes, the Bydlo solo in Ravel's orchestration is indeed in the tuba part.
The part was written for a 6-valve French C tuba, which therefore suggests to me that a euphonium is an acceptable substitute. The low notes later in the movement are more difficult with a euphonium, but I'd rather give up some sound there in the accompanying role than clamming the G#, especially the piano entry on that note in the last phrase.
