Economics. A Hirsbrunner F costs over $12,000 while a B&S PT-15 costs "only" around $8,000 and the Meinl Weston 45slp costs around $5500 or so. The market also seems to have many used PT-10's which can be had for $4,000-$6,000.

If the Hirsbrunner F was far superior to the other F's out there, than maybe more people would spend the money. Also, here in the USA an F tuba is a secondary instrument unlike some parts of Europe where the F tuba is the primary instrument. We Americans prefer to spend our money on the best CC tuba we can afford and buy the F with the any money left over.
