Been hearing that for years. Still the most excellent high players I have seen up close (e.g., Jamie Somers of BSO, from 10 feet away at last summer's IHS) have a VERY TENSE SET for a high note. He screwed up his face in an obvious fashion, and then came in hauntingly soft on an ethereal high B. I think the point is that the _rest_ of your body needs to be relaxed. And the buzzing center of the chops. If you have the required strength in the lips where you need it, then the rest of you won't be straining to support that area.
