It might take the same effort to play middle C on a tuba as it does a trumpet. But consider this. Tuba players aren't used to using that much energy. (Granted a half way decent high school player should hit this note.) Also this is the eight partial on a contrabass tuba. It the second partial on a standard trumpet so it will slot better on a trumpet.
