I'm thinking that the next step up from the Weril is the King 2341, with probably no need for the intermediate Conn 5j suggested by others, unless you can afford three complete sets in your schools. I would think that most 9th-graders could handle the King (which is fairly small for a 4/4) with ease, so if you have 6-8 middle school, they could use the Werils. A cheaper option instead of the King is the Jupiter 578, but it isn't that much cheaper.

If you want rotaries, the VMI 2103 is a good 4/4 rotary tuba that is well made, and for the smaller kids the Josef Lidl seems to be just right.
