That's true, and I know because I just played it last week :)
The 'Clarinet Polka' was arranged by J. Scott Irvine for the Canadian Brass, and Scott has subsequently retaken ownership of this arrangement, retitled 'Tuba Polka' (and at a faster tempo without cadenza) with his quintet True North Brass. The cadenza has some simple multiphonics in thirds, mostly for show.
