In five years of living in Virginia, I have found a joint that qualifies. (This in contrast to the time required to find good joints in San Antonio--about 15 minutes.) It is Planet Wayside in Hamilton. Housed in a former chicken coop (I am NOT making this up), it can't expand because doing so would require meeting a host of building codes that they currently don't meet. Bring your hard-hat--the ceilings are low.
