Many of the manufacturer's use the 19mm tubing (works out to .748" I.D.). Typically, it has a wall thickness of .5mm, making the outside diameter 20mm (which is pretty close to your measurement). The ferrules and outer slide tubas use the 20mm ID tubing. You should be able to order it from any of the shops that do repairs. I suspect that it doesn't have to come in a VMI box to be close enough for your purposes.
