The exact song title is "When Yuba Plays the Rumba on the Tuba." A google search on that will bring up references to the sheet music and some CDs.
It's a fun piece. I remember playing it on a sousie when I was in high school. Spike Jones, in an attempt to break out of his zany novelty image, put together a Big Band (known as Spike Jones' Other Band), and among other things recorded Yuba. Joe "Country" Washburne was the tuba soloist for that one.
