I'll need to go back and reread a couple of paragraphs to really get it right. From fuzzy memory: Pressure and flow are related (which is, of course, true for all fluids). By pressure, I don't mean mouthpiece pressure, but rather the pressure required to open the lips against the muscles of the embouchure. The tension in the embouchure is the same for any given absolute pitch, no matter what the instrument. Therefore, the pressure required to open the lips is the same across different brass instruments. If the pressure is the same, then the flow is the same.

There's more to it than that, and when I get a chance I'll reread that bit. I need to update my tuba sound article in light my recent readings, but I see lots of problems with it in its current form.
