My first instinct is to say you probably won't have any more trouble than usual. Policies for baggage differ from country to country as well as from airline to airline. A tuba and a suitcase going under the plane probably will not raise any concern. Having a return flight scheduled also will not provoke too much inspection.
I flew to and from Switzerland after 9/11 a couple of times, usually with 2 tubas and a carry-on. I had no problems going anywhere with those bags. But, that doesn't mean that other places won't give you trouble. Germany may be a bit more strict. I guess, be prepared for anything (like having to pay overweight), but you may not have to worry about it at all. I doubt it will be any trouble.
