The last time that I toured Europe was decades ago. I had to carry a tuba, bass guitar (homemade "anvilish" aluminum case) and a (13"X13"X13") amp (same type of aluminum case).

With all of this cr*p, I fit my clothing around and in the tuba. You shouldn't need a jacket, and a rain pancho (will do in a pinch as a jacket on the very rare chilly day) takes up almost zero space...Actually, a tux/suit coat could be folded lengthwise and tucked in the bell of your tuba.
