The B&S tubas and the Hirsbrunners are two totally different animals. Different sound quality, intonation quality you name it, it's all different. Both manufacturers take pride in making the highest quality instrument possible. Cost effectively I think the B&S is more bang for the buck (if you get a good one), Hirsbrunners are more costly and are quite good, free blowing intonation consistent sound quality consistent.
In the end you are still looking at different beasts. The Hirsbrunner York is just that, a slightly modified copy of Arnold Jacobs York tuba. Both the B&S 6p and 7p are modeled after Alexander tubas. I've played 5 different HB-2P and loved them all, each had their own unique problem but had a sound that compares to nothing I have ever heard before, Just gorgeous!
