There is no evolution of a new class of tuba. We just keep refining our concepts. Bruckner Symphony No. 7 asks for Basstuba (F or Eb) for the first and third movements and for the 2nd and 4th asks for Contrabasstuba (BBb in his experience, but today CC or BBb). Since Bruckner and Wagner made this differentiation the German school has always been to play both for the appropriate repertory--although as in the Symphony 7 Bruckner makes it clear which instrument he wanted, which by the way is not often observed in the USA.
