Hey Matt,
All other things being equal (which they never are), the more conical the body, the darker the sound, and the shorter the horn. Yes, a dark and mellow sounding Euphonium will be slightly shorter than a brighter sounding English Baritone horn.
Dark is nice, buy you also need to project enough. Remember in the days of the old mono cassette recorders with only a volume and a tone button? Ignorant people would turn the tone down to the darkest setting. Then it was hard to clearly distinguish what the recorded speaker as saying. A brighter tone setting would have been better to hear the speaker. It is the same with a good tuba. There has to be some brighter harmonics to get the sound off the stage and into the audience.
