cleaning/restoring and old tuba

I have acquired what I believe to be an old Conn Eb tuba. It says Conn, Elkhart and Worcester. The serial number, 21475, dates it to the 1890's. I have actually been able to remove all of the slides and the valves and they are in decent condition, the only problem is that the thing is black. As far as I can tell, it is brass, not silver plated, but I can't seem to get whatever is on it off. I didn't want to try anything too abrasive of corrosive in fear of destroying the thing.

I would welcome any suggestions any of you may have as to how to clean this thing up. Thanks in advance for your wisdom.
