Bill Bell advocated jaw vibrato.  Personally, I find that it works for me in some registers but not in others.  Bob Nagel advised his trumpet students to use a hand vibrato, and I have seen some classically trained string bass players use it on helicon. Sometimes I use a knee vibrato, bobbing my knee up and down slightly to jiggle the tuba in a manner similar to the tumpet players' hand vibrato.  I also find that moving my head while holding the tuba steady works well for me.  The latter two methods work well for slow vibratos; the jaw method works better when you want a quicker one.
