When did they write the song? I remember the Saurkrauts doing this in their floor show in 1993, and they said they brought it with them from Disney.
They way they did it, the tuba riff was an excerpt from the Clarinet Polka, which layed right on top of the beat and chord structure for that tune.
They were a beer-tent band, so this was their rock-n-roll parody number. Just like the TubaMeisters and Innagaddada-Polka.
