I would think that those hand-held dremels are MORE risky! Those little wheels and drills and burrs can act like tires and start dancing around,and I'd hate to see your new plating job get some nasty skid marks from the tool. Use any kind of power tool hand held can make a lot of damage in an instant. If you have one, a drill press and a heavy vise give good security. Clamp the piece gently (wood jaw covers?) and clamp the vise in position onto the table. Use a new drill bit. set a depth stop so you don't break through to one of the liners!!

Also: would breaking through that plating for the vent open pandora's box on the possibility of it peeling/flaking on the rest of the surface, spreading out from the hole?
