I know in a lot of North American ensembles it depends on the instrument. I've listened to some recordings of concert bands and the reed sections almost never use vibrato. The tuba section barely gets solos so you never hear vibrato from them. I mainly hear vibrato from the lead solo instruments - Flute and Trumpets. They usually have long sustained notes in the melodic sections. If vibrato was absent the music would sound empty.

So basically what I am saying is if you're playing a solo, vibrato on tuba is good...but in an ensemble..hmm..you may not even be heard for your 'efforts'. I am actually a Clarinet major, but I played the tuba back in highschool - personally I was comfortable with diaphragm vibrato.

Also it may depend on the note you are playing. Some people could change vibrato technique based on a certain pitch.
