Removing material from french horn and trombone rotor casings works fine, because most of their bearing plates utilize a "lip" which rests on the end of the casing. Tuba rotors almost always use an internal "ledge" and removing width from these casings would do nothing to remedy the end-play.

I've messed with making shim washers and found that I had to "tick" around too much - making thin-thin-thin washers that were somewhat unstable due to being under .010" thick. In addition, those shimmed bearings would wear again twice as fast (as noticed at the next trip to the repair shop) because they then had four, rather than two, bearing surfaces.
