Another technique for subdividing the dotted quarter - eigth thing.

1. Have him play straight eigths.
2. Then start accenting the 1st and 4th (TA ta ta TA TA ta ta TA TA ta ta TA TA, etc)
3. Then lighten up the tounging on the non-accented notes.
4. Then very light on the non-accented notes.
5. Then no tonguing except on the accented notes.
6. Finally, no accents.

It may help to alternate 4 beats of step 2 with 4 beats of step 5 - or other variations that seem to help.

Regarding the practice - If there's some way you can set achievable goals (realizing he's not practicing maybe shoot for two twenty minute practices sessions before the next lesson) with some kind of incentive (10% cash rebate to the kid if he makes it?) then you make some progress.

I know I'm opening up a can of worms here (flame suit on) and I'm not suggesting paying a kid to practice - but if there's no incentive (external or internal) he won't change and his parents are wasting their money and your emotional energy.
