This is close, but it misses one important effect. The bell, because it is conical and because of the flare, does not mark the end of the effective tube. The effective length of the tube extends some fraction of the bell diameter beyond the bell. So, the physical tube will have to be shorter than the theoretical dimension for a straight tube closed on one end.

My two BBb tubas measured 215 and 209 inches long, though my measurement technique could easily be 10 inches off one way or the other.
