You might want to push your student towards a Conn Helleberg 7B. It seems to work very well for starters since it is a on the small end of tuba mouthpieces and isn't very expensive...probably about the same as a Bach 18 or Bach copy by someone else.
However, many teachers like students on Bach 18's and 24AW's too, so I suppose its your choice, but I would go with the Conn 7B
