Having seen the bells of some beautiful new King tubas destroyed by high school morons some years ago, I can understand why band directors frown upon setting them down that way. But in reality the damage occurred when they were set down in haste, which kids will do when a bell rings. If you put the horn down gently and make sure it is stable (leaning against a wall) and that it will not be stepped upon, then no damage will occur, I guarantee. If people are going to kick it around then no position is safe.
By the way, I keep a towel in my gig bag for occasions when I have to set the instrument on a concrete or stone surface.
