Actually, a three-valve compensating instrument isn't compensating unless you use the third valve.

A compensator achieves its purpose by appointing one of the valves a "master". Only when this master valve (3 in a 3 valve horn, 4 in a 4 valver) is depressed is the airstream re-routed through the other valves once again and extra loops of tubing added to the tuning slides.

In effect, a 4 valve compensating Eb tuba lengthens slides 1 through 3 to correspond to those on a BBb instrument when the 4th valve is depressed. This means that the combinations 134 and 1234 will still be somewhat sharp as they would be on an uncompensated 3 valve BBb.
