I think the key is "which partial?"
I can guarantee that Bb below the staff played open on my euphonium does not use the same length of tubing as when played open on my BBb
Nor does F below the staff played "4" on the BBb use the same length as when played open on the same horn.
I think the way to phrase it would be "to play the same note on the same partial requires the same length of tubing regardless of the horn"
At least to a first order approximation before factoring in bore and taper and bell flare, etc., etc., etc.
