Ever tried to strengthen your buzzing-technique? I´ve seen horns and players that encountered your problem and were able to solve at least part of it with more concentration on buzzing.
Now, it wouldn´t really matter at the beginning whether your horn makes that resistance or whether you´re doing that yourself. (further down the road it DOES matter, though!)
For a start try buzzing the bordognis down an octave on the mouthpiece, then transfer that onto the instrument as well as you can, not heeding the resistance in the least. So AT THE BEGINNING play those things downs there EXACTLY as on the mp. Later the reaction of your tuba has to be respected, but to get a good start in the low register buzz the notes on the tuba without thinking about what the instrument makes of it.
