I agree that learning the notes in each clef is the best way to learn. This was especially important when I played cello, where I could encounter 3 different clefs in the same piece. However, as an amateur tuba player I have to disagree with your statement:

"Once you know the clef, you won't have to do mental gymnastics to sight read, and sight reading will become fun instead of a chore."

It's just not possible for me to spend enough time on treble clef music for me to become comfortable enough for sight reading it to be fun. I do have fun sight reading bass clef parts on my BBb tuba, but when I play Eb tuba, or try to play treble clef music it still feels like a chore.
