Sometimes I wonder if some tuba players are a little bit "afraid" of being heard, and are uncomfortable having their sound being part of the origin sound of each musical event/sound, and it only sounds "right" to them when they can "sneak" their sound in after everyone else.
Most other times, I think its just the acoustical blowing-through-an-18-foot-long-bugle thing causing late attacks: The effort occurs at the correct time, but the sound happens too late.
