SOS and Scotch Brite pads are horribly abraisive and will only take metal off. You've probably got swirl marks from where those pads were on the horn and the motion you used to clean it. Brasso is also very abraisive and will take metal off the horn. The horn will and should tarnish, it acts as somewhat of a protective layer and keeps too much of the wrong polishes from tearing up the brass.
