Pro orchestras tune almost entirely by ear. The lead oboe sounds an A for the strings, who tune as a group, and then an A for the winds, who do the same. Anyone who reaches that level of playing is expected to be able to accurately tune by ear. For that matter, any player beyond the lowest beginner level should constantly listen to their own intonation and adjust when needed. Tuners can be very helpful, but they far too often become a crutch.
