Another vote for both clefs. For the same reasons posted above.
I have been in band libraries where parts were missing for several years. Being able to read any of the listed parts is a great asset. Add atlo clarinet parts to the bass clef side, as some of the earlier literature had important parts harmonically for the instrument.
