It sounds as though you are getting serious about the tuba. The Marine recruiter who spoke with you was most assuredly speaking of the Marine Corps Field Music Program. The U.S. Marine Band in Washington DC does not send recruiters to schools to speak to individuals. rather, we announce auditions where large pools of applicants show up at one time. Most, but not all, of these applicants are in college or have completed their degrees.
My advice to you would be to find a private instructor who can spend some time with you and help you to explore your options. Also, asking questions that are more specific right here on this bbs will net you quite a few answers.
