It is quite common for "2nd partial" pitches on many models of tubas to be flat anyway, but USUALLY the flat 2nd partial pitches are the "open" and "2nd valve" pitches, rather than the ones using more valves...

Is you instrument a BBb or CC instrument?

For instance, on my own ("pricy") instrument, I know that when I play "open" and "2nd valve" pitches on the 2nd partial, they are just fine VERY LOUD, but if very soft, I need to be conscious that they have a tendency to be flat.
