For a down and dirty "paint" job, keeping the original lacquer coat would be best. However, two coats will dampen brass overtones more than one coat.

Scuff the old lacquer with 400 sandpaper in order to obtain good adhesion with the new, second coat. If the old coat is too slick, there will be flaking.

The second coat must be chemically compatible with the original lacquer it is covering. Otherwise the second and first coats will react with one another, creating wrinkling, peeling and rippling. This should not be a problem if the first coat is a modern, baked-on lacquer. However, for example, applying an enamel paint over nitrocellulose lacquer may produce ugly results. Read up on this.
