I've had the experience. Know it well. Playing tuba in the low register requires relaxation. Trying to blow lots of air through the horn down low gets what you describe.

Try this:
1.As you go down below low BBb or CC (don't know which horn you're playing)start pushing the jaw forward
2.Relax and use the air needed for a mf volume
3.Don't worry if your cheeks puff out a little
4.Start out by playing either long tones (ugh) or scales (ugh #2) down low
5.Don't try to play loudly at first, it takes time

That exercise will strengthen your embouchure.

The lips swell when you try to play loudly because they flap around inside the mouthpiece. They literally beat themselves to death. Gradually increase the volumes you use in the low register.
