If I get your drift, playing a different key tuba is a kind of transposing, true. But if you really want to get good at this, try taking any of your favorite etudes and playing them in a different key. Suppose you're looking at the first edude in the Robert King Bordogni book--it's written in the key of F major (1 flat). Try playing it in the key of E flat major (3 flats) or A major (3 sharps). Now, that's transposition.
Orchestral horn players have to learn to do this on the fly, because many of the older works are written for natural horn in a certain key. It's a good skill to cultivate.
Knowing all your scales helps a lot.
