Its just stuck in with dried spit/lime deposits.

Go to AutoZone and get some RUST EATER (aerosol). Spray the RUST EATER down into the 4th valve slide tubes so the RUST EATER gets on the 4th valve body. Next dribble some RUST EATER on to both the top and bottom rotor bearings.

After letting this soak for twenty minutes or so, put some cloth over pliers jaws, grab the rotor's stop arm with the cloth-wrapped pliers and carefully turn the valve with the pliers. Once broken free, work the stop arm with your fingers a bunch of times until it finally begins to move more freely. After this, work the regular finger key (linkage) with the rotor until it feels about normal. A few more days of playing and oiling will scuff off the rest of those deposits.

If you don't understand any part of this...or feel "chicken", go see a repair guy.
