Yes, it is theoretically posible to cut a BBb tuba into an F, but it would almost certainly be a disaster. It is tricky business to cut a BBb to CC, and although I've done that successfully, I'm very cautious about it. There is a reason why certain instruments are the size they are- one does not take a Bach bass trombone and cut it to get a good alto trombone. The best way to turn a 186-4U into an F-tuba is to sell or trade it for the horn you want.
