Like much of what we do with instuments, the ultimate answer depends on the player. If you have a tuba that is not losing a lot of sound energy through sympathetic resonance from the bell, raising the leadpipe will cause the bell to vibrate more and may increase the level of response. If you like the bell to ring when you play, raising the leadpipe might be a good idea. If you have a horn that is made out of a thinner metal and the bell already vibrates quite a bit, raising the leadpipe might not have any noticable effect. I personally don't believe it changes anything about the intonation of the horn because it doesn't really change anything about the length or wrap of the tuba. None of my horns have raised leadpipes but I've played many horns both before and after the procedure. Determining the relative worth of the procedure will be contingent on what kind of results you are looking for.

My opinion for what it's worth...
