You could measure the volume of all available horns, and make the average volume the definitive measure of a 4/4 horn. Then break down the other sizes on a curve, delineating the sizes by where there are clear breaks in the curve. If the average is say, 2000 c.i., then a horn with 2250 c. i. might be a "large, 4/4 tuba", or depending on the break in the curve, it could be a "small 5/4", an "average 5/4", or a "small 6/4". Just for clarity, only a horn in the 99th percentile volumetrically should be considered a BAT.
